Special Zoning Districts Back on Track

The Metropolitan Development Committee gave a favorable recommendation for the Speed Zone special zoning districts after the committee rejected the proposal last month. Zoning districts SZ-1 and SZ-2 will now move to the Metropolitan Development Commission for a public hearing prior to being presented to City County Council for final approval.

The committee rejected the proposed zoning changes at last month's meeting after questioning why no Town of Speedway officials turned out to support the plan and answer questions. The commission gave a favorable recommendation in November prior to the committee's December rejection. While the committee members were appreciative of master developer Jeff Kingsbury's attendance, they wanted to hear from residents.

This time, Speedway came fully represented with town councilors, redevelopment authority and commission members, the town manager and consultants. Resident Don Katterhenry wanted the committee to be aware that Main Street's west side is a historical district, since its designation was not discussed in the meeting.

Department of Metropolitan Development Planning Division Administrator Mike Peoni and Senior Planner Tammara Tracy made the presentation to the committee. Peoni was not present during last month's meeting.

The map presented to the committee at the January 21 meeting shows an increase in the size of SZ-1, taking in the mobile home parks on Georgetown Road and property south of there to 16th Street. SZ-1 also includes Conkle Funeral Home on 16th west of Main, and expands the existing SZ-1 Brickyard Golf course area northward to tunnel four. The map was not the version presented to the Metropolitan Development Commission at its August 20 pre-hearing.

Speedway taxpayer Jo Ellen Dotlich asked if gaming and casinos would be considered as adult entertainment, which is not permitted in the Speed Zone. Tracy said gaming and casinos will be a permitted use under the classification of indoor amusement recreation establishments. Speedway Town Councilor Gary Raikes was shaking his head no during Tracy's explanation.

The committee's action included City County Councilor Jeff Cardwell's recommendation to drop the prohibition of gun sales. SRC President Vince Noblet said the commission did not have a problem with the amendment. Adult entertainment of a sexually explicit nature and fireworks sales will still be prohibited.

Gun sales are not new to Speedway. Shoe's Gun Rack was located at 10th and Main Street.

Tracy said "all development plans, whether they be for a garden shop or a gun shop, goes through the Speedway Hearing Examiner and then goes through the commission."
