4601 16th Street Not For Sale

"4601 W. 16th Street is not listed for sale to anyone," Susan Luebbert said. And that is why she remains baffled by Lisa Spees' November 15 phone call asking for permission to appraise her building where she runs her business Speedway Monogramming.

She said Spees informed her that she needed interior access to appraise the building because a road was going through it and that she was asked by the town of Speedway to appraise it.

Spees would not provide any information to help answer Luebbert's concern over the appraisal request.

Spees said "I am not privy to discuss it."

Luebbert said that she is under the impression that her property would not be bothered in the redevelopment effort and that she could continue to operate her business in that same location by just facing her customer entrance to the south to accommodate 16th Street traffic passing behind her building.

In fact, she just received a letter dated November 13 from the Indianapolis Economic Development inviting her, as a racing industry business owner, to the 20th Annual Performance Racing Industry trade show in Orlando.

The IED helps existing businesses find incentives with business and employee expansion as well as attracting new racing businesses to the region. IED noted it is not actively involved with the Speedway Redevelopment Commission to promote the redevelopment area.

Luebbert said she is not on the redevelopment commission's acquisition list as is required by Indiana code to purchase property.

The only notice she has received is from American Structurepoint (ASP) stating the need to do a route survey that might require access to the property to look at trees, fences and drives along the proposed corridor. She plans to notify them that property access is not permitted. Other Main Street businesses have received notices, including Main Street Attraction Antique Mall and American Family Insurance.

Bryan Moll of American Structurepoint said the survey team has been out in the 16th Street area to study the roads that tie into 16th Street. He said ASP sent certified letters to businesses in a 500 foot radius of the Georgetown Road - Main Street - 16th Street, area. He said the survey team is under direction of ASP's transportation team and the SRC who are steering the route study project that includes looking at drainage alignments.

Department of Metropolitan Development Public Information Officer Angela Nussmeyer confirmed "the Speedway Redevelopment Commission and their consultants made the proposal for the realignment of 16th Street."
